Art. 1 Budgetary Responsibility for the Federal Delinquency
Pertaining to Hurricane Sandy Relief
Hurricane Sandy was a hurricane that devastated portions of
the Caribbean and the Mid-Atlantic and Northeastern
United States during late October 2012, with lesser impacts in Southeastern and Midwestern states
and Eastern Canada. The storm became
the largest Atlantic hurricane on record (as measured by diameter,
with winds spanning 1,100 miles (1,800 km)). Preliminary estimates of
losses due to damage and business interruption are estimated at $65.6 billion
(2012 USD), which would make it the second-costliest Atlantic hurricane,
behind only Hurricane Katrina. At least 253 people were killed along the
path of the storm in seven countries. In
the United States, Hurricane Sandy affected 24 states, including the entire
eastern seaboard from Florida to Maine and west across the
Appalachian Mountains to Michigan and Wisconsin, with
particularly severe damage in New Jersey and New York.
Its storm surge hit New York City on October 29, flooding
streets, tunnels and subway lines and cutting power in and around the
city. Damage in the US is estimated at over $63 billion (2012 USD). One
factor contributing to the storm's strength was additional energy from
abnormally warm water off the North American East Coast, where global warming
was identified as contributing 0.6°C of the 3°C above normal sea surface
temperatures. The recent record decline in Arctic sea ice could be
responsible.

On December 13, 2012 the news media
finally brought it to my attention that the President is delinquent in regards
to paying $60 to $75 billion redacted from governor requests under
the Robert T. Stafford Disaster Relief and Emergency Assistance Act,
42USC(68)5121-5205. I am sorry my government is too insolvent to pay disaster
relief without my personal instruction and am here to send Congress home, or to
Chichen Itza, for the holidays, to atone for the vandalism and looting of the
flood proof party that I had secured despite the high waters from the logging
road runoff dispute in the state supreme court Winter Solstice Dissolution
of the Hospitals & Asylums (HA) Political Party for the Progression of the
Mayan Long Count HA-21-12-12. The
second largest school shooting in US history occurred at Sandy Hook Elementary
School, the day after public disclosure of Sandy relief delinquency and illegal
nomination of Republican Chuck Hagel to be Secretary of Defense (SoD) in a
Democratic administration, although Republicans are the enemies of Democrats
and Republican administrations historically invariably exhibit significantly
higher rates of violent death from homicide and suicide than Democratic
Administrations (Giligan ’12). I admit,
I am disturbed by the high asking price, significantly than I remember for
Hurricane Katrina, but apparently the entire northeastern seaboard was
affected, including New York City, so we will not question the integrity of the
governor requests, and instead turn our scrutiny upon the need for the Speaker
of the House John Boehner (R-OH) to stop corrupting President Barack Obama with
hallucinations regarding a “fiscal cliff”, send Congress home for the Holidays
and pay the States generously to apologize for the delinquency of Washington DC
which has the highest incarceration rate in the world, and assemble in more
peaceable locations, and in writing. For his part, Barack Obama needs to
pay victim compensation, and so far he has not only not paid victim compensation
for civilian casualties abroad, alienating “red” emailers who do not want to be
abused, but recriminates, thus the spate in death among elderly second term
well-wishers. Because his Attorney
General has been indicted on gun violence charges the President may not refer
cases to the Department of Justice.
No culprits have been identified in
regards to the warm waters that empowered Superstorm Sandy, but it is presumed
that the relief valve for electoral pressures provided by national pharmacy
month in October was compromised this year by the fungal contaminated
corticosteroids in Framingham, Massachusetts. With Obama’s petroleum industry
enjoying such success at the expense of BP, whose fine for the Deepwater
Horizon oil spill greedily exceeded one year of profit, coveting the British
budget deficit to be the worst in the world for several years running, and must
be construed as an overpayment to eliminate this miserly copyright infringing
money laundry condemned in Flood and Tornado Insurance from the Deepwater Horizon
Overpayment HA-16-5-11. Styrene from Anglo-American hydraulic fracturing
and petroleum processing supply heats to high temperatures in reaction with
certain chemicals in shipping containers and must be better regulated with a
Superfunds (Inter)National Hazardous Substance Report, large quantities of
decaying organic matter might also cause significant warming of waters. Despite the cruelty of the criminal insanity
of the Democratic-Republican (DR) bipartisan totalitarianism entirely based
upon criminal (recrimination) copyright infringement upon my unique works of
Reason- I will once again prove that my budget, the HA budget, is solvent, but
object to dwindling benefits below $666 a month (for three extra years)
although I do the entire work of the US Constitution, namely balancing the
federal budget, for federal criminal insanity evident in my wrongful eviction
and extortion of rent money, the day the President settled my Deepwater Horizon Spill
Response Solution HA-8-6-10
The Federal Budget Balanced to Prevent Debt from Exceeding 100% of GDP FY
2012 HA-13-7-12 calls for
pardoning former Illinois Governor Rod Blagovich’s 14 year federal sentence for
attempting to sell the President’s former Senate seat to the highest bidder
poses a budgetary emergency in FY 2012. Firing Illinois
cabinet-members would relieve the budget deficit an estimated $109 billion in
FY 2012 for the price of adding $24 billion to the deficit in FY
2013. Both the Education and Transportation Secretaries are from
Illinois, the Secretary of Education was one of the President’s grade school
super-intendants and the Secretary of Transportation is a Republican, both are
extremely damaging to the federal budget in FY 2012. Rod Blagovich
must be pardoned right away. Both of these Secretaries have
consistently posed a conflict of interest with the President, along volatile
party and academic lines, failing to produce a solvent agency budget, must be
replaced by someone who does. The most appropriate $75 billion payment is
made by stabilizing Transportation and Education spending that has been
fluctuating as dangerously as the moods of drivers by the pedestrian death
traps at construction sites and everyone's personal alma mater the
National College of Probate Judges, and if it were not for this windfall of
disaster relief, would have been totally imaginary after the redaction of the
FY 2012 budget when the Historical Tables are redone under my supervision,
which does now concede this expense to the retroactively TARP return relieved FY2012
HA budget - $43.4 billion from the Transportation Department (TD) and
$46.4 billion from the Education Department (ED) for a total of $89 billion
from when $75 billion shall be credited to the Federal Emergency Management
Administration (FEMA) for Hurricane Sandy relief and $14 billion shall be
returned to reduce Obama's FY 2012 deficit from $1,327 billion to $1,313
billion and increase the HA deficit from $412 billion to $473 billion.

a. Transportation spending
unexplainably rises to $123 billion in FY 2012 from $70.5 billion in FY 2011, a
$52.5 billion, 74.5% spending increase, after being $3.6 under 3% annual
increase from FY 2008 in FY 2011. Transportation spending needs to be
reduced to $76.2 billion in FY 2012 and $78.4 billion in FY 2013, 3% annual
budgetary increase from FY 2008. This saves $46.5 billion FY 2012 but
adds $4.2 billion to FY 2013, paving the way for sustainable 3% annual agency
budget growth.
b. Education spending unexplainably
rises to $117 billion in FY 2012 from $43.6 billion in FY 2011 and $65.4
billion in FY 2008, a $73.4 billion, 168% spending increase. The FY 2011
budgetary figure of $43.6 billion is $27.7 billion less than the $71.3 billion
it would have been if the agency had stabilized their budget at 3% annual
growth from FY 2008 as ordered in 2010 and understood by most other
agencies. Because the agency received some $70 billion in Recovery act
funding in FY 2009 we shall not concern ourselves with back-pay and set ED on
the road to sustainable growth at $76.2 billion in FY 2012 and $78.4 billion in
FY 2013, increasing 3% every year thereafter. This saves $43.4 billion in
FY 2012 and costs $19.5 billion in FY 2013 before stabilizing.

Obama from slavery, so that he can really press for the safe (there should be
no deterioration in his bloody email, probation might be an improvement)
reduction of the incarceration to less than 250 per 100,000 residents, 500 per
100,000 during his second term when the nation began to take the Kennedy
Commission Report seriously.
Art. 13 of CHAStE states, in its entirety,
Ray Lahood is not only from the President’s home state, Illinois, but the
Governor of Illinois, at the time was impeached and threatened with
incarceration regarding accepting bribes from candidates to replace the
President elect’s vacated Senate seat under 18USC(11)§210 but it turns out he is a Republican.
In August 2011, after Standard and Poor’s
Debt Ceiling Crisis and Balanced Budget Amendment HA-16-7-11 it
was reported that the Federal Aviation Administration (FAA) had run out of
money to finish contracts, or pay inspectors and was losing $30 million a day
in missed Treasury fees. The Secretary of Transportation rudely got on
the television to demand the House returned from their summer vacation and
finish their negotiations. He was informed that he was very rude to ask
for the house when the Senate was in session. The President’s FY 2012
request for $129 billion. A 66% increase from FY 2010, is nearly exactly the
entire cost of the Recovery Act plus the regular FY 2009 budget. 3%
annual growth from $67 billion in FY 2008 is estimated at $73 billion in FY
2012 from OMB records. The Senate paid for the Airport and Airway Trust
Fund until September 26 when Congress must again rebuff the President’s
extortionate new Transportation Bill and learn to read. What is the
President doing employing a Republican Secretary of Transportation? The
President, a Democrat. is so notoriously stupid when dealing with Republicans
that he has been cited admitting to the Republican Convention “I am not an
idealist. I’m not”. Furthermore it turns out that the traffic is the
busiest jurisdiction, the greediest prosecutor against the United States in
violation of 18USC11)§205 of all, and under Obama Esq. there is 10%
judicial vacancy rate as opposed to 4% under Bush, as punishment all lawyers
are recused from traffic judgeships that are ceded to licensed social workers
under Section 7 of the Third Amendment, nor are lawyers eligible for executive
or legislative office under Section 5 of the Twelfth Amendment to the Annotated Constitution of the United
States.

The total in the FY 2008 request was
more than the $65.7 billion sum of the parts and the FY 2012 request was more
than the 124.9 billion sum of parts. The Department of Transportation has
always been greedy, never good at accounting but, where the Office of
Management and Budget (OMB) once did the addition, the Executive Office must
now learn to do calculus to reduce agency spending to within 3% annual growth
from FY 2008. Department of Health and Human Services (DHHS) budget was
similarly distorted by the Recovery Act and must be limited from $911 billion
to $784 billion for a balanced budget, otherwise the federal government has no
money. For DHHS that means reduce Medicare and Medicaid spending by $100
billion from their Budget Request by not paying for treatment patients complain
about namely involuntary psychiatric hospitalization or any other treatment
that was harmful. DoT must reduce spending by $50 billion, the 66%
increase in spending since FY 2010. The furlough of FAA workers as the
result of the insolvency of the Airport and Airway Trust Fund should be enough
to convince the Secretary of Transportation to stop sabotaging the President
and reduce his budget request to $75 billion. Failure for the Secretary
is to continue fighting with the insolvent Congress. Whereas DoD has set
forth a $518 billion FY 2012 budget, if DHHS will only cut spending by $100
billion, DoT by $50 billion and SSA pays for SSI without causing an OASDI
deficit until FY 2020, the rest of the deficit is only an accounting error
between savvy Secretaries and the illiterate OMB and CBO and FY 2012 will be
less than 3% of GDP. But because HA is the sole proprietor of the federal
budget and DoT is a homeland security fraud and the American who days before
paid to end the FAA furlough, is now an undocumented alien, and DoT has no more
opinion than they had for the brief regarding the suspension of the license of
the man whose baby they murdered when they stole his car without just
compensation after he had been informed that he had paid his fine and then made
a clerical error because they had instituted a new record system. DoT’s
budget is only giving Americans grief and I am probably the only American who
knows how to write a brief, I even corrected the DHS NPPD hacking of traffic
jurisdiction from the Annotated Constitution, the real drunk driver who needed
to be prohibited in the Amendment of 1919, not only because the Bar is over the
legal limit of 250 detainees per 100,000 residents, but because the social
worker arose in the 20th century to relieve the infringement on
civil society by the lawyer on social issues.

DoT workforce has declined from
68,000 in 1993 to 58,000 in 2011 after a one year high of 101,000 in FY
2002. As for rude Ray Lahood he must be impeached if his budget request
exceeds $75 billion. It is not satisfactory that his son was freed from
slavery in Egypt to show the world that his family are nonviolent subversives,
passive aggressives amongst more violent Republicans, but the design of a
Republican in a Democratic administration is violent by design, and is grave,
grave warning for United States not to give the Department of Defense (DoD) to
a Republican. The conflict of interest between Ray LaHood and President Obama
was noted in 2010, when it was written “The Department of Transportation
was established by an act of Congress on October 15, 1966. The Department’s
first official day of operation was April 1, 1967. The mission of the
Department is to serve the United States by ensuring a fast, safe,
efficient, accessible and convenient transportation system that meets our vital
national interests and enhances the quality of life of the American people,
today and into the future. The Department of Transportation employs
over 57,000 people. Out of the $48.1 billion provided to the Department
of Transportation, under ARRA, $34.6 billion (approximately 72 percent) has
been obligated and nearly $8.8 billion has been outlayed. For the sake of
balancing the budget it is better that ARRA funds be accounted for in 2009 when
they were appropriated. Taking into consideration the extremely large
amount of capital that injected into DOT in 2009 under ARRA growth must be
limited, 3% annually should both offset inflation and not undermine Recovery
Act investments in clean energy. Also taking into consideration the fact
Secretary LaRood and Obama hail from the same state, it is not unreasonable
that budget reductions would be enforced to sustain a reasonable rate of
growth. More auditing is recommended whereas the ARRA investment was so
large, unspent funds may need to be returned to avoid the financial instability
of budget reductions”. Unlike DHHS and DoE, DoT swallowed the Recovery
Act hook line and sinker. This conflict of interest between the
republican Secretary of Transportation and democratic President of the United
States, is a perfect description of totalitarianism of the contemporary
Democratic and Republican (DR) two party system wherefore both the Democratic
and Republican (DR) parties and the 112th Congress have been
dissolved to protect the public health and welfare of the American people under
Section 1 and 8 of the Twelfth Amendment to the Annotated Constitution.
The DoT budget is a fraud and any attempts at legislative and executive
enforcement against the statement of the sole proprietor will only lead to more
insolvency whereas DoT did not wisely set aside their Recovery Act funds as
DHHS did, and always has investing in rich extortionists as they do. The
directions of the sole proprietor is for DoT budget legislation to be limited
to $75 billion, total FY 2012 spending, not to exceed $77.5 billion in FY
2013 and to recuse all lawyers from position of traffic judge and replace
them with license social workers.
The long-term DoT Budget requests a
brand new Recovery Act size payment in FY 2012 before returning to normal in FY
2013. This cycle of dependency cannot continue. The federal
government does not have the revenues or credit to finance more expensive
construction projects that will increase maintenance costs at this time.
In review of the Federal Highway Administration (FHA) Budget Estimates FY 2012,
who takes the lion’s share of the projected increase in spending, it would seem
that the FHA is trying to imply that the reason for the dramatic increase in
FHA spending is that payment to the Highway Trust Fund by the General Fund to
reimburse DoT for gas, tire and trucking taxes have mysteriously ceased,
causing their budget to drop from $65 billion in FY 2010 to $42.5 billion FY
2011 and $48.8 billion in FY 2012. This is probably not the case, the
logical explanation for the drop in funding is that DoT received a one-time
payment of $40 billion from the Recovery Act of 2009, and as the result of the
peculiar conflict of interest of the Transportation Secretary, unlike other
agencies, that saved their windfall in a rainy day fund, the republican
Secretary spent it, to fulfill his party duty to sabotage the democratic
President’s budget. DoT is not the only agency struggling with Recovery
Act dependency, the Department of Homeland Security who was making terrorist
demands for budgetary increases in FY 2010, after being corrupted by $5 billion
in Recovery Act of 2009 funds, has made an FY2012 budget request that is only
1.5% more than the previous year. DHS is the greatest success story of FY
2012 a full recovery from the Recovery Act, DHHS saved the Recovery Act money
to prop up their grossly distorted budget, but is more likely to go to prison
for health care fraud than file for bankruptcy. DoT just doesn’t get it.
The federal government got busted and doesn’t have any more crack rock.
DoT is going to have to deal with their addiction, slow down road maintenance
and construction, benefit the General Fund by sticking to their regular
appropriations of $73 billion in FY 2012 and improve customer service to
redress the fraud and abuse of the traffic judges that went un-redressed long
before the administration was crippled with graft, by employing exclusively
licensed social workers to judge traffic court. In regards to the laundering
of TD funds LaHood seems to have been overfunding the Highway Trust Fund and
Highway Administration because its gas tax revenues source enabled this fake
federal money to have enough security to maybe be accepted by a major bank, in
ten years after everyone has forgotten how insolvent the federal government was
during the Great Recession.. In Acts of God we trust.
Art. 3 Chastisement of Arne Duncan
Education Secretary regarding the Sandy Hook Elementary School Shooting
President Barack
Obama was reported to have shed a tear when he heard about the fatal shooting
at Sandy Hook Elementary School in Newtown, Connecticut that took the lives of
20 children and five adults, after killing his mother who was a kindergarten
teacher at the school in their home, before committing suicide. This is the second worst school shooting in
US history after 33 people died in the Virginia
Tech Shootings HA-20-4-07. The free association between the Hurricane
Sandy relief delinquency and mass shooting at Sandy Hook Elementary School is
too much to ignore. It is completely
intolerable that the former Illinois governor was wrongfully sentenced to 14
years in federal prison for the nonviolent ethical violation of attempting to
sell Barack Obama’s Senate seat after he was elected President, and Arne
Duncan, Ray LaHood and Barack Obama don’t care enough about freedom to pardon
Rod Blagovich. “Meaningless, everything
is meaningless” says the teacher in Deuteronomy however it is not moot that Rod
Blagovich is in prison and the limitation on activities of officers and
employees of the government must be interpreted to liberate the pardon from the
condemnation of prosecuting claims against the United States so that officials
are not trapped into pro-slavery positions they do not believe in, and are
swiftly removed from office for the extreme ignorance perpetrated in
perpetuation of the slave trade, if they are truly such violent and notoriously
cruel enemies of freedom, under 18USC(11)§205. It is not appropriate for 27 people to die
for the sins of a Democratic President who allows Republicans, the other major
party, the more violent party, to infiltrate his administration, hallucinate
about a “fiscal cliff” and censure the HA budget, all the US Constitution has
going on in its mind at this time, as indicated by the high levels of
infringement by Ohio officials and the skin deep commitment of the President to
human rights, not having purchased the rights to the balanced federal budget
from the author for only $1,000, after squandering millions on the high level
salaries of remorseless incompetent plagiarists. It is at this dimension of local conflict of
interests with the highest levels of government that Arne Duncan finds himself
extremely compromised. Duncan was a
grade school principal of Batack Obama in Illinois and this does not qualify
him to be expected to control the biohazards and poverty traps of the medical
campus dominated university nor does his previous childhood professional
relationship with the President seem conducive to the national continuing
education – the Education budget is indecipherable and does not master the
off-budget aspects of student loans, and must be disregarded for economic
stabilization purposes in deference to three percent annual growth from 2008
before the distortion of the Recovery Act.
The federal department(s) of education need to stop inciting homicide
with their incessant school building (home) racket to freely discuss the Federal

The whole object of education is…to develop
the mind. The mind should be a thing
that works. The best teachers the ones
you work your tail off for because in the end you just don’t want them to think
any less of you. You want and need their
approval. There’s a story about
President Nixon’s secretary of state, henry Kissinger, that I like to tell
students. Kissinger asked an aide to
produce a report. The aide submitted his
report, but it was returned to him later that afternoon with a note from
Kissinger that said: “I’m sorry. This is
not good enough”. The aide felt like
he’d been busted because he knew Kissinger was right. So he sheepishly took it back and revised
it. He made the report significantly
better and resubmitted it, but it came back again with a similar note: “this is
still not nearly good enough.” Now the
aide was scared! He canceled his plans
for the evening and stayed up all night working on the report. He caught careless errors he hadn’t seen
before and added a section of analysis that tied the whole thing together. He felt he had done his absolute best work,
so instead of just submitting the report as he had done twice before, he made

neighborhoods, and they will be filled by the most experienced teachers. Meanwhile, the school districts in
neighborhoods with essentially no property tax basis will be left to hire new
teachers with no experience who will almost surely try to move on after a year,
either to another district or, too often, to another profession (Mali ’12: 116,
155, 156).
Without a gentle contempt for education no man’s education is

thinking about substitute teachers (or should be). Still, for all its tedium and frustration,
substitute teaching does give you valuable experience in classroom management. Everyone should do it for a while.

Teachers around the country are quitting and striking because they are
extremely dissatisfied with the military recruiter and psychiatric nurse they
feel have hijacked the school and created a social hazard. Either a new generation of teachers without a
moral conscious are needed or the common sense remedy of impeaching the Secretary
of Education and freeing Rod Blagovich must be implemented. Student loans have come underneath my
contempt on several occasions beginning with the spitting image of corruption
whose falsely arrested professor is now dead after serving his entire five year
wrongful sentence for which reason the prosecutor is believed to still be in
prison, since the Debt collections was transferred from the Department of
Justice (DoJ) in Ohio State Debt Collection, Student Loan and Detention Case HA-14-3-06. This is
not a matter to subject to a cost benefit analyses or negotiation; academic
freedom must be done – Obama gets an “F” in Human Resources.
Art. 4 Recusal of Plagiarizing Officials
To better protect
the federal government, the subject matter of the United States Code, of which
Hospitals & Asylums (HA) is Title 24, it seems important to disclose to the
public the full extent of the high level plagiarism of my, HA work, by Ohio
Republican politicians – John Boehner (R-OH), Rob Portman (R-OH) - for recusal
from Activity under 18USC(11)§205. I apologize for the incompetence of these
covetous plagiarizing former neighbors, causing the total insolvency of the
federal government. They must cease
inciting President Obama and American people to violence, immediately by
terminating national talk of a “fiscal cliff” propagated by the worst public
accountant in history, the Congressional Budget Office (CBO). The gap between wisdom and wealth is not so
wide after all, rich people are so poor as to be beneath the contempt of the
macro-economy, that only functions free of guilt and inefficiency in relation with
the divinity with which the government or rich person fulfills their obligation
to ameliorate poverty. In their defense,
unlike Barack Obama, Republicans, generally, behave in an economically
predictable self-interested way, and in the case of Rob Portman (R-OH) is
regrettably overtly a conflict of interest under 18USC(11)§207 and
ethically worst US Trade Representative in history and saboteur of the Office
of Management of Budget (OMB) with most motive to cause the Great Recession,
but the general medical observation of the 2012 elections is that the
Republican party doesn’t have adequate moral safeguards against incitement to
and perpetration of homicidal and suicidal violence which has been
significantly higher than in Democratic administrations since statistics began
to be taken in 1900 (Gilligan ’12).
These neighbors covet my honor following the precedent set by the +/-
$250,000 a year plagiarism of a law and psychiatry institute and law school
professorship beginning in 1999 who has fewer books in the library now
than when he initially began taking payments as a corporate and medical
malpractice attorney from my defendant psychiatric hospitals, while I got
b(k)illed by extremely stupid student loans drenched in gun violence and
poison. I do not find my neighbor in
Title 25, Assistant Secretary of Indian Affairs Echohawk, a former law
professor to be a plagiarist, only an opportunist I would like to see elected
Native American President of the United States on his honor and HA party merit.
A black man in the White House is a
horrible thing to waste. The President is however fascinated with the other
major party which infringes with offers of totalitarian control,
indistinguishable, to the discerning observer, with anarchy, but as a
remorseless killer of civilians, Obama’s inferior quality legal education is
suppressing and intimidating all evidence of wrongdoing in his administration, with
all the denial and aggression of an alcoholic, which a responsible nation,
lawyer or prudent party would use and rejoice in as the basis of non-repetition,
just and equitable settlement.
On December 13, 2012 Senator Bernie Sanders was
emailed: The false sense of importance regarding the "fiscal cliff"
hallucination compels us to make our case for the removal of John Boehner
(R-OH) from his position of Speaker of House, now, before we can actually be
required to codify the ICD-V. My father concedes that he made an error
seeking my support for the selection of his local Congressman for Speaker of
House. I told him he would regret having the shadow of a powerful
official blocking out the sun in his district, the veterinarian now recognizes
him as a "venereal disease". John Boehner is not a bad
neighbor, but there are some pockets of absolute federal corruption in or so
near his district, including his xenophobvic sherriff, a prosecutor convicted
of political corruption as an unqualified state treasurer,and the officeholder
of Congressional concern, Rob Portmn (R-OH) whose entire high level federal
career as US Trade Representative (worst in history) and Director of OMB
(sabotaged on leaving) was entirely predicated on his infringement on my atlas
and balanced federal budget, and seriously compromised the legality of his
political career by receiving TARP funds while sabotaging the US federal
economy and assasinating by torture its true accountant, me, he falsely
represented, for the zombie law firm Sanders, Squire and Demsay in violation of
restrictions on former employees under 18USC(11)207, Now let it be known
that I find John Boehner (R-OH) to be a friendly drunk, but his alcoholic
hallucination regarding a "fiscal cliff" has triggered Obama's
alcoholic violence and the President has recidivated into a need for censure,
within a month of getting reelected. Neither Boehner or Obama have bought
the balanced budget that might Most of all Obama and Boehner are squandering
more money on utilities lighting up the stuffed shirts, wiretapping and being
intellectually ineffective by virtue of the inane propaganda, incarceration
rate in the District of Columbia and major party affiliation, than the $1,000
cost of the dissolution of the Democratic-Republican (DR) parties for the
immediate and unanimous passage of FY2012 Federal Budget Balanced to
Prevent the Debt from Exceeding 100% of the GDP HA-13-7-12..
Within minutes, after a sudden shift in the
mood of the press regarding the concealment of the fact that Chuck Hagel is a
Republican nominated by the Democratic President Secretary of Defense in a
Democratic administration, I wrote: I am tired of wiping up Obama's bloody
diarrhea, he already owes compensation for his civilian casualties from before
day one of his administration noted in FR-ee IT; An Injunction Inviting the Presidential Candidates to
Debate Human Rights Issues; Human Rights Campaign, Citizens Commission on Human
Rights, et al, plaintiffs v. US Presidential Candidates Barack Obama and
John McCain whose foreign policies fail Asia and the Near East (ANE), US
Congress in defense of Title 22 Foreign Relations and Intercourse (a-FRaI-d)
and the Court of International Trade (CoITUS), defendants HA-28-7-08. A Secretary of State is so compromised by the perverse
foreign relations law as to be obligated, by sanity, to buy my collaboration to
implement the Customs House Act, St. Elizabeth (CHAStE) Leon
Pannetta is doing alright, it very much seems to be Obama neglecting to pay for
the civilian casualties of drone bombings. Chuck Hagel, however, is a
Republican and cannot be allowed infiltrate Obama's administration in such a
dangerous position, or any other high level executive, for that matter. We
already have major problems with rude Ray LaHood in the Department of
Transportation. It is against economic laws of self-interest for a
Democrat to appoint a Republican. Republican violent death prone
administration definitely don't appoint any Democrats. A politically
divided administration in regards to the military's interpretation of the 10
Commandments constitutes espionage, censurship and sabotage and traditionally
Republican administrations are more prone to cause violent deaths from homicide
and suicide. Obama, needs to stop his denial and aggression, under the
influence of District of Columbia wiretapping, he is merely making threats of
increasing anarchy, and truly sucks bipartisan genitalia at human resources,
after being accused, from the safety of a non-geographic representative, of not
being in command of my balanced budget.
If Obama continues to refuse to buy the HA
balanced budget for $1,000, he must at least do his duty as the
African-American we popularly elected, to safely reduce the prison population
by half during his second term, by releasing nonviolent detainees to an SSI
financed halfway house system, to free the slaves in law and equity, as United
States of America was never able to do for his people peacefully or
reliably. Heeded, Thomas Paine might have spared us both
the Revolutionary and Civil Wars. Paine
wrote in 1775, ‘Call it independence or what you will, if it is the cause of
God and humanity it will go on. And when
the Almighty shall have blest us, and made us a people dependent only on him,
then may our first gratitude be shown by an act of continental legislation,
which shall put a stop to the importation of Negroes for sale, soften the hard
fate of those already here, and in time procure their freedom’. Common Sense sold half a million copies
in the course of the Revolution. John Adams, in particular, detested its
subversive tone and its implicit elevation of the common herd. The later quarrels between Adams and
Jefferson, which marked the early years of the republic and supplied the
benchmarks for all future ‘left’ versus ‘right’ disputes in American politics,
were always, either openly or covertly, arguments about Thomas Paine. But within a few months the Continental
Congress had decided on an irrevocable Declaration of Independence and
appointed a committee, which included Adams, Jefferson and Franklin, to draft
it. It was Jefferson who was nominated
to pull the threats together in one version, and it is obvious that he had both
read and approved of Common Sense. He even inserted a paragraph denouncing the
slave trade, which was cut out by the Congress before the document was approved
and published. When Paine published the
first part of the Rights of Man in 1791, it sold as many as 50,000 copies at
once. On 21 May 1792 Prime Minister
William Pitt issued a “Royal Proclamation aimed at wicked and seditious
writing’ and Paine received a summons to appear in court and answer to the
charge of seditious libel. Paine was welcome in Calais, France as an honorary
citizen and confirmed as the town’s deputy to the National Convention although
his French was rudimentary. In November
1792 the Convention met to decide the fate of King Louis (Capet). Paine objected to the execution. His argument, ‘Public torture and execution
was the problem, not the answer. France
has been the first country to abolish monarchy let it also be the first abolish
the punishment of death’. The author of
the Rights of Man was arrested one
night at Christmas 1793, just as he was completing his work on the Age of
Reason. When the time for his execution
came he was saved by an accident. The
chalk mark on the door of his cell, scheduling him for execution, was made by a
stupid warder who put the chalk mark on the wrong side of the door. On 28 July 1794 Robbespierre was himself put
to death by guillotine. With President
Monroe’s support Paine’s release was only a few months away. He was not immediately allowed to return to America
but was restored his seat at the National Convention (Hitchens ’06: 28, 29, 37,
38, 60, 63).
Although the US began publishing vital
statistics data on a yearly basis in 1900, these data were not derived from all
48 of the then-existing states until 1933.
The first report, in 1900, was based on only 10 states, mostly from New
England. Additional states were added
year after year, until by 1933 all 48 states were included. By 1912, there were 22 states included, by
1920, there were 34 and by 1932 only 1 state (Texas) of 48 was not included. The
overall differences in violent death rates (murder and suicide) under
Republican and Democratic presidents is statistically significant. Republican presidencies, with the exception
of Eisenhower, showed a net cumulative increase in suicide rate of 14.5
suicides per 100,000 population per year from 1900 to 2007. And the Democrats showed an almost exactly
equal net decrease of 13.3 suicides per 100,000 per year during their years in
office from 1913 to 2000. Similarly, the
Republican administrations witnessed a net increase of 5.4 in the homicide rate
and the Democrats a net decrease of 5.
Thus the total net increase in rates of lethal violence under
Republicans is 19.9 (the sum of 14.5 and 5.4), and the total net decrease under
Democrats, 18.3 (the sum of 13.3 and 5).
24, 25 The homicide rate in 2000
(6.4 deaths per 100,000 population per year) is exactly what it had been in
1900. 37 The US in 1998, when it had the lowest lethal violence rates for the
past 30 years, still had a rate of 17.3 violent deaths per 100,000 per year,
consisting of a homicide rate of 6.9 and a suicide rate of 10.4. Comparing the US with the country that is
perhaps the closest culturally to it, namely its mother country the UK, that
country’s homicide and suicide rates were 0.8 and 6.8, respectively in 1999,
which means a total lethal violence rate of only 7.6 – a homicide rate only 10
percent of that in the US, a suicide rate some 35 percent lower, and a lethal
violence rate only about 40 percent of that in the US. During the late 1990s, all 19 of the other
largest economically developed countries in the world (consisting of Western
Europe, and other English-speaking democracies and Japan) had an average lethal
violence rate of 12.7, as compared with the US rate of 17.3. The US murder rate at 6.9, was more than 6
times as high as the average rate of 1.1 in the other 19 countries. Only their suicide rates (11.5) were close to
those of the US (10.4) and the US suicide rate itself had also been 11.5 as
recently as 1991, before Clinton became President and much higher than that
(13.3) in 1975 (Gilligan ’11: 195, 144, 145).
Our national imprisonment rate had been
essentially constant throughout the first three-quarters of the twentieth
century at roughly 100 (plus or minus 20) per 100,000 population. It was only in the mid-1970s that it began
increasing steadily and rapidly year after year so that today it is over 700
per 100,000. The highest in the
rate. The incarceration rate is
significantly higher in the Red than in the Blue states. In the year 2000, the average incarceration
rate in the Red States was 712 per 100,000 as opposed to 487 in the Blue
States. The Red and Blue states differ
in their rates of lethally violent behavior, i.e. suicide and homicide,
including the legal form of the latter, capital punishment (the death
penalty). With respect to the suicide
rate, in 2000 the Red States had a rate of 13 per 100,000 and the Blue States
only 10. In 2004, the suicide rate in
Red States was 13.9 vs. the Blue State’s 10.2.
Homicide rates in the Red States were 5.7 in both 2000 and 2004 whereas
in the Blue States they were 4. And 4.0 in those years. The difference between
Red and Blue States in total lethal violence rates (suicide plus homicide) in
2000 was 18.7 vs. 14.2 and in 2004, 19.6 vs. 14.2. Between 1976 (when capital punishment was
reinstituted in the US after having been declared unconstitutional in 1972) and
2009, the Red States executed 1,177 people and the Blue States 54: a ratio of
more than 20 to 1. Of the 14 states with
the most executions, very one is a Red States (11 of them Southern
States). Of the 14 states with no death
penalty, 10 are Blue States. Of the 31
Red States in 2004, 27 have a death penalty. Among the only drugs we know of
that actually inhibit, and thus can be said to prevent, violence, two of them,
marijuana and heroin, have been declared illegal. 87 The only prison program
that has been 100 percent effective in preventing recidivism, and that was
gaining a college degree while in prison – zero recidivism in the Indiana state
prison system, 0 percent at the Folsom State prison in California. The study discovered two recidivists over a
period of 30 years, less than a 1 percent recidivism rate, compared with the US
rate of 65 percent after only 3 years (Gilligan ’11: 172, 173, 126, 127, 128,
130, 90, 91).
The ATF has become corrupt. Some people claim it began after ATFs raid on
the Branch Davidian compound in Waco, Texas, in 1993. Some say it was when government was realigned
and ATF was moved from the Treasury Department to the Department of Justice in
2003. As a deputy attorney general in Janet Reno’s Clinton-era Justice
Department, Holder backed the assault weapons ban and defended the department’s
bungled attack on the Branch Davidian compound in Waco, Texas, in 1993. The
same day President-elect Obama chose Holder as his attorney general, he also
nominated Arizona governor Janet Napolitano as Secretary of Homeland Security. Napolitano was not considered controversial,
and her confirmation proceeded smoothly.
Holder’s nomination was a different story, given his reputation as a
fiercely partisan member of the Bill Clinton-era Justice Department. During confirmation hearings, Holder admitted
to “mistakes” in the pardon of fugitive financier Marc Rich – mistakes that he
claimed were “not typical” of his conduct – freedom. Since
2006, 48,000 people had been murdered in the cartel wars in Mexico. In May 2009 Napolitano said in testimony
before the Senate Judiciary Committee “A large number of weapons; recovered in
Mexico’s drug war are smuggled illegally into Mexico from the United States,
clearly stopping this flow must be an urgent priority. At a joint press conference on April 16, 2009
President Obama himself traveled to Mexico City reiterating that he had
personally ordered an overhaul of all operations targeting Mexican cartel
weapons and drug trafficking. In 2009,
21,313 guns were recovered in Mexico and submitted for tracing. Only 5,444, or 25 percent were sourced to
U.S. gun dealers. Claims by Mexican and U.S. officials that upwards of 90
percent of illegal recovered weapons can be traced back to the U.S. is based on
an incomplete survey of confiscated weapons.
Deputy Attorney
General Lanny Breuer of the Department of Justice Criminal Division, after
years of denial, finally admitted to knowing about the “gunwalking” at the
ATF. Breuer served in private practice
with Eric Holder and now serves as Holder’s number two man in the Justice
Department. Breuer also approved
detailed wiretap applications for Operation Fast and Furious in early
2010.Mexican Attorney General Marisela Morales was left in the dark about
Operation Fast and Furious. She has
called for officials involved in the operation to be extradited from the U.S.
and sent to Mexico for prosecution.
President Barack Obama has refused to take responsibility for Operation
Fast and Furious. Obama maintains he has
“full faith and confidence” in Attorney General Eric Holder and his handling of
the scandal. In the end, Operation Fast
and Furious wasn’t a “botched” program.
It was a calculated and lethal decision to purposely place thousands of
guns into the hands of ruthless criminals.
The guns weren’t accidentally misplaced or lost. They didn’t somehow “fall into the wrong
hands” by mistake. The operation was a
coordinated and planned effort not to track guns, but to arm thugs south of the
border for political gain. “Justice has
blood on their hands” Chairman Issa said, “What we do know is that enough
weapons were down there that inevitably more will die, both Americans and
Mexicans. And this program is the kind
of program that will continue unless we get a change in how Justice views
things, and certainly a change in how political appointees are viewing it”
(Paylich ’12: 3, 23, 32, 162). The HA
reorganization plan is to dissolve the Bureau of Alcohol, Tobacco and Firearms
(ATF) and DEA to the Food and Drug Administration (FDA) Center for Alcohol,
Tobacco and Marijiuana (ATM), leaving a Bureau of Firearms and Explosives (BFE)
to be transferred to U.S. Customs (a.k.a. Homeland Security) under the Customs House Act, St. Elizabeth HA-26-2-11 and Book 8
Drug Regulation (DR). A 2010 study suggested that the marijuana market in America is
probably in the range of $40 billion a year, with the potential to grow to $100
billion in the event of widespread legalization.
Thus, it's smaller than the market for other
legal mind-altering substances such as beer ($99 billion), tobacco ($71
billion), or hard liquor ($61 billion) -- but bigger than the market for wine
($27 billion) (Smith ’12).
Obama is a better oilman than his predecessor
and the annual World Energy Outlook predicts the U.S. to exceed Saudi Arabian
oil production by 2020 and be energy-sufficient by 2035 (Grose ’12). It was Bush who inherited a budget surplus
and left behind a suffocating deficit.
It was Bush who launched two wars.
It was Rob Portman (R-OH) who infringed on the HA budget after running
the highest international trade deficit in history. It John Boehner (R-OH) who became Minority
Leader and Speaker of the House. It was
Bush who appointed the Social Security Commissioner whose lawyers killed
Michael Jackson and stalled SSI benefits at $666 a month ($678) for three years
from December 2009-December 2011. It was
Bush who bailed out irresponsible Wall Street firms with the $700 billion TARP
(Miller ’12: 62, 63), which Rob Portman illegally received for the zombie law
firm Sanders, Squire and Demsey. It was
however Obama who failed to respond with reparations for the civilian
casualties of his 2008 election year visit to Afghanistan, the day after he visited
my, his accountant’s former hometown, and had to be censured. It was the sale of Obama’s seat that caused
former Illinois Governor Rod Blagovich to be sentenced to 14 years in federal
prison for want of a Presidential pardon.
It was Obama, with the counsel of his Attorney General who appointed Ray
Lahood (R-IL) Secretary of Transportation and his primary school principal
Secretary of Education although this clearly presents a conflict of interest
with the false imprisonment of Rod Blagovich.
It was Obama who signed the tobacco tax and the Recovery Act. It was Obama’s email that attacked the
plaintiff, the Church of Scientology, with a sword and was shot to death.
It was Obama who infringed on the HA U.S. War
History and murdered my Oma receiving the Nobel Peace Prize for which the
committee was punished to offer a less generous prize for peace in future

who was sentenced to prison on ridiculous charges at the time our neighbor the
Native American Echo Hawk, was appointed Assistant Secretary of Indian Affairs,
and 200,000 Haitians died in an earthquake within an hour of contacting the
prison that had already released the listed detainee. It was Obama’s Harvard law appointee to the
Department of Homeland Security Office of Civil Rights and Civil Liberties, who
triggered the Japan quake and Fukushima meltdown. It was Obama’s state visit that triggered the
deprivation of relief benefits and gun violence. It was Obama’s Attorney General Eric Holder
who rubber stamped Operation Fast and Furious although he already had a
conflict of interest with the ATF massacre of the Branch-Davidians in Waco,
Texas in 1993. Face it, while Obama
might be a better oilman, he is Bush’s lawyer, not ours, just like Holder is
Obama’s lawyer, not ours. Obama must
read Psalm 1, if he could ever read and write by email like a civilized
official, before getting elected and selling out his ideals to the bipartisan
system. Lawyer Presidents, from Adam’s
Alien and Sedition Acts, to Nixon’s burglary to Clinton’s sexual infidelity
habitually pose a hazard to the freedom of legal research, communication and
expression. Obama needs a new Attorney
General, Secretaries of State, Education and Transportation, Commissioner of
Social Security not to mention Secretary of Treasury and Chairman of the
Federal Reserve. But a black Attorney General might be even more important to
American prestige in Europe than a black President in the White House. Is former American Bar Association (ABA)
President Joseph Grey Jr., who published the Kennedy Commission of 2004 expose
on the U.S. prison population being the highest in the world, as black as his
photo or as white as his bio? Does he
want to be the Attorney General who safely reduces the US population in
detention from more than 750 per 100,000 to less than 250 per 100,000, 500 per
100,000 during the Obama administration by creating an SSI financed halfway
house system?

In
conclusion, to apologize for the miserly delinquency of federal payments for
disaster relief for Hurricane Sandy, a $75 billion settlement is provided,
above and beyond the $63 billion requested, in November, including $1 billion
for affected Caribbean nations and another $1 billion for Haiti, to sustain
this level of support for the poorest nation in the Americas, and make up for
the continuing losses to vandalism and looting incited by the bipartisan “fiscal
cliff” hallucination deluding the national priority of Sandy relief. The FY2012
HA budget finances $75 billion for the cooperative administration of the
Federal Emergency Management Administration (FEMA) and US Agency for
International Development (USAID) by transferring $43.4 billion from the
Transportation Department (TD) and $46.4 billion from the Education Department
(ED) for a total of $89 billion from whence $74 billion shall be credited to FEMA
and $2 billion to USAID for Hurricane Sandy relief and $14 billion shall be
returned to reduce Obama's FY 2012 deficit from $1,327 billion to $1,313
billion and increase the HA deficit from $412 billion to $473 billion. It is important that the Transportation and
Education Departments are relieved of their budget distorting FY 2012 promises,
so that their budgets are stabilized at 3 percent annual growth from FY 2008
before being distorted by one time Recovery Act payments. FY 2012 is used as a base year for repairing
the federal balance sheet to forever prevent a 100 percent of GDP debt, note
should be made that this $75 billion expense of the President actually occurred
in FY 2013, but FY 2012 is a better year to return the TARP repayments which
back this commutation of funds from major fraud to disaster relief we can
believe in. Under Robert T.
Stafford Disaster Relief and Emergency Assistance Act the Governor of every state shall estimate needs that the
Federal Government will cover no less than 75% as codified at 42USC(68)IV-A§5191.
Because disaster relief is the only
extraordinary expense of the government it needs to be better accounted for and
because federal payments are authorized by the Presidential declaration of
emergency upon the request of State Governors, it is highly recommended by HA,
the producer of the only reasonably well-balanced federal budget for nearly a
decade, that the Office of Management and Budget (OMB) account for disaster
relief payments pertaining to Presidential declarations of emergency are
accounted for in the Office of the President column. Furthermore, to improve the international
coordination of U.S. disaster relief, a special invitation is re-issued to FEMA
and USAID to share a small office in St. Elizabeth’s Hospital which now
headquarters U.S. Customs (a.k.a. Homeland Security) after they declined to
relocate their headquarters to the former psychiatric hospital. I
apologize that as the result of mental illness resulting from the personalized oppression
in course of copyright infringement Art. 5 of Customs House Act, St. Elizabeth (CHAStE), International Personality of FEMA, was
always very short and now appears to have been hacked so as not to explain what
exactly is this international personality we would like FEMA to exhibit – (1) FEMA
expenditures should be accounted for annually in the OMB Office of the
President Column and (2) FEMA and USAID should coordinate international disaster
relief from a shared office in St. Elizabeth’s Hospital reminded to care for
the true name of U.S. Customs (aka Homeland Security). It is as difficult to write about disaster
relief empirically, as it is easy to settle disaster relief petitions, such as
this, in a day, so settle Sandy relief right now.
